(a) Labeling requirements.

1. (1) Compost produced from Type S and Type O facilities that is offered for sale or distribution must contain a label indicating recommended safe use and application rates, and restrictions, if any, on use of the product.
2. (2) If compost is offered for bulk sale or distribution, signs or printed literature must be available with this information.

(b) Conformance with standards.

1. (1) Utilization of compost produced from Type S facilities is governed by the parameters outlined in Table 2.
2. (2) Compost parameter limits have been selected to protect public health and safety and to protect the environment.
3. (3) Any material not meeting the parameter limits in Table 2 may be used only as authorized by the Division of Environmental Quality or it must be disposed.
