(a) Requirements. The owner or operator must record and retain at the facility in an operating record or in an alternative location approved by the Director of the Division of Environmental Quality the following information as it becomes available:
- (1) Any required location restriction demonstrations for new units and expansions of the permitted area;
- (2) Closure and post-closure care plans and any monitoring, testing, or analytical data as required by Subpart 13 of this part;
- (3) Any cost estimates and financial assurance documentation required by Subpart 14 of this part;
(4) Any quality assurance/quality control documentation, certification, and test result relating to the construction of the:
- (A) Landfill liner;
- (B) Ground water monitoring system, if applicable; and
- (C) Final cover system;
- (5) Records of any periodic inspections required by this part or by permit conditions; and
- (6) Any other records required by this part.
- (b) Access to records. All information contained in the operating record must be furnished upon request to the Division of Environmental Quality or be made available at all reasonable times for inspection by the division.
(c) Waste receipt records.
- (1) All Class 4 owner or operators shall provide an adequate means of recording the amount of waste that is received by the facility.
- (2) The landfill must have a ticket system or approved alternative that meets the requirements of 8 CAR § 60-421.
- (d) Retention period. The records required under this section shall be permanently maintained by the owner or operator unless destruction of the records is authorized by the director following the completion of the post-closure monitoring period.
