(a) General requirements. At a minimum, Class 4 landfills shall design, construct, and maintain:

1. (1) A run-on control system to prevent flow onto the active portion of the landfill or waste processing area during the peak discharge from a twenty-four-hour, ten-year storm; and
2. (2) A run-off control system from the active portion of the landfill or waste processing area to collect and control at least the water volume resulting from a twenty-four-hour, ten-year storm if required by the Division of Environmental Quality to meet the requirements of 8 CAR § 60-615.
