Applicability. Applicants for a permit for a solid waste disposal, collection, and processing facility shall be responsible for selection of the proposed site subject to the provisions of 8 CAR §§ 60-602 – 60-606. Solid waste disposal facilities or practices which violate any of the following criteria pose a reasonable probability of adverse effects on health or the environment.
