(a) General requirements. The owner or operator must record and retain near the facility in an operating record or in an alternative location approved by the Director of the Division of Environmental Quality the following information as it becomes available:

1. (1) Any required location restriction demonstrations for new units and expansions of the permitted area;

2. (2)

   1. (A) Inspection records, training procedures, and notification procedures required in 8 CAR § 60-511 regarding hazardous waste exclusion.
   2. (B) Records shall be maintained of the analytical results from the analysis of potentially hazardous commercial, industrial, and process wastes that are accepted for disposal.
   3. (C) In addition, written procedures for safely handling and disposing of special materials and potentially hazardous substances shall be maintained at the site;

3. (3) Explosive gas monitoring records, if required in 8 CAR § 60-514, shall be maintained that identify:

   1. (A) The test results;
   2. (B) Date of testing;
   3. (C) Test location;
   4. (D) The person performing the tests;
   5. (E) Local conditions that may impact test results; and
   6. (F) Any measures taken to mitigate or remediate hazards from explosive gases;

4. (4)

   1. (A) Leachate disposal records shall be maintained that document approval of the disposal method and location, and the date and quantity of leachate disposed of or recirculated in the landfill unit.
   2. (B) Leachate analytical data shall be maintained for leachate disposed of by methods other than recirculation in the landfill unit;
5. (5) Any demonstration, certification, finding, monitoring, testing, or analytical data required by Subpart 12 of this part;
6. (6) Closure and post-closure care plans and any monitoring, testing, or analytical data as required by 8 CAR §§ 60-1301 and 60-1302;
7. (7) Any cost estimates and financial assurance documentation required by Subpart 14 of this part;
8. (8) Any quality assurance/quality control documentation, certification, and test result relating to the construction of the landfill liner and leachate collection system, ground water monitoring system, and final cover system;
9. (9) Records of any periodic inspections required by this part or by permit conditions; and
10. (10) Any other records required by this part such as but not limited to Annual Engineering Inspection Reports.

(c) Waste receipt records.

1. (1) All Class 3 owners or operators shall provide an adequate means of recording the weight of waste that is received by the facility.
2. (2) Class 3 commercial landfills must have a ticket system or approved alternative that meets the requirements of 8 CAR § 60-421.
3. (3) Class 3 commercial landfills must install and operate scales in accordance with 8 CAR § 60-421(j).
