(a) Applicability.

1. (1) Each facility shall develop and implement an operating plan and narrative.
2. (2) The purpose of the operating plan and narrative shall be to develop and present site-specific methods and procedures by which the facility will maintain and document compliance.
3. (3) The operating plan and narrative shall address the requirements of this part and any other regulations applicable to the operation and construction of the facility.

(b) Submission date. The operating plan and narrative shall be submitted to and approved by the Division of Environmental Quality as either a part of the:

1. (1) Permit application process, 8 CAR § 60-303;
2. (2) Permit modification process, 8 CAR § 60-308; or
3. (3) Permit renewal process.

(c) Updates.

1. (1) Each facility shall update the operating plan and narrative as required to reflect current operations and regulations.
2. (2) Revisions to the document shall also be submitted to the division which reserves the right to require that the changes be accomplished through permit modification prior to implementation.
