The purpose of this part is to establish standards and criteria for location restrictions; permit application procedures; design, operations, and maintenance; financial assurance; ground water monitoring and corrective action; and closure and post-closure care for all solid waste disposal and management facilities to ensure the protection of human health and the environment.
