(a)
- (1) The Division of Environmental Quality shall promptly provide notice to the applicant of whether the application is complete.
- (2) Unless the division requests additional information or otherwise notifies the applicant of incompleteness within sixty (60) days of receipt of an application, the application shall be deemed complete.
- (b) For modifications processed through minor permit modification procedures, the program shall not require a completeness determination but shall be subject to an eligibility determination.
