(a) Revocation. Any permit issued under this part is subject to revocation, suspension, or modification in whole or in part, for cause, including without limitation:

1. (1) Violation of any condition of the permit;
2. (2) Obtaining a permit by misrepresentation or failure to disclose fully all relevant facts; or
3. (3) Change in any applicable rule or change in any preexisting condition affecting the nature of the emission that requires either a temporary or permanent reduction or elimination of the permitted emission.

(b) Cancellation. The Director of the Division of Environmental Quality may cancel a permit if:

1. (1) The construction or modification is not begun within eighteen (18) months from the date of the permit issuance; or
2. (2) The work involved in the construction or modification is suspended for a total of eighteen (18) months or more.
