- (a) Following the public comment period, the Arkansas Pollution Control and Ecology Commission shall review all comments on the original impact/benefit analysis and include in the Statement of Basis and Purpose and Responsive Summary for the final rulemaking decision a discussion demonstrating reasoned evaluation of the relative impacts and benefits of the rule.
- (b) If a change is made to a proposed rule after initiation of the rulemaking proceeding and the change is a logical outgrowth of the rule proposed in the prior notice within the meaning of 8 CAR § 11-816, then no new Economic Impact and Environmental Benefit Analysis form shall be required.
