(a) The Arkansas Pollution Control and Ecology Commission prefers that all comments be in writing and filed with the Division of Environmental Quality by:

1. (1) Mail;
2. (2) Facsimile; or
3. (3) Electronic mail.

(c)

1. (1) Written public comments will be accepted if received no later than 4:30 p.m. on the last day of the public comment period.

2. (2)

   1. (A) Written public comments may be submitted by electronic mail if received no later than 4:30 p.m. on the last day of the public comment period.
   2. (B) Electronic mail comments must be sent to the electronic mail address specified in the public notice.

(d)

1. (1) The presiding officer may extend the period for written comments at the public hearing for up to an additional twenty (20) calendar days beyond the close of the public comment period.
2. (2) If the extended date falls on a weekend or holiday, the comment period will end on the next working day.
