As used in this part:

1. (1)

   1. (A) “Authorized computer voter registration agency” means those voter registration agencies identified in Arkansas Constitution, Amendment 51, §§ 5(b)(2) – (4), that are specifically authorized to utilize computer processes as part of the agency’s interaction with:

      1. (i) Its customers;
      2. (ii) Program recipients; or
      3. (iii) Participants in disability programs.

   2. (B) These voter registration agencies are:

      1. (i) The Office of Driver Services of the Revenue Division of the Department of Finance and Administration;
      2. (ii) State revenue offices;

      3. (iii) Public assistance agencies that provide services under:

         1. (a) (a) Food stamps;
         2. (b) (b) Medicaid;
      4. (c) (c) Aid to Families with Dependent Children; and
      5. (d) (d) The Special Supplemental Food Program for Women, Infants and Children (WIC); and
      6. (iv) Disability agencies that offer state-funded programs that primarily provide services to persons with disabilities;
2. (2) “Federal mail voter registration application form” means the voter registration application form prepared and made available by the Election Assistance Commission;
3. (3) “Mail voter registration application form” means a document approved by the State Board of Election Commissioners for voter registration applicants to apply for voter registration;
4. (4) “Registration application form” means a mail voter registration application form or a federal mail voter registration application form;

5. (5)

   1. (A) “Signature or mark” means a handwritten wet signature or handwritten wet mark made on a registration application form with a pen or other writing device that:

      1. (i) Is physically moved across the form; and
      2. (ii) Forms the applicant’s signature or mark on the paper form.
   2. (B) A signature or mark that utilizes a computer to generate or recreate the applicant’s signature or mark is not an acceptable signature or mark of the applicant for purposes of the Arkansas Constitution, Amendment 51, §§ 6(a)(1) and (a)(3)(F) registration application form;
6. (6) “Third-party registration organization” means a person or group of people who collect, gather, or submit registration application forms to the Secretary of State or the permanent registrar of a county; and

7. (7) “Voter registration agency” means those agencies identified in Arkansas Constitution, Amendment 51, §§ 5(a)(1) – (5) and includes:

   1. (A) The Office of Driver Services of the Revenue Division of the Department of Finance and Administration;
   2. (B) State revenue offices;

   3. (C) Public assistance agencies that provide services under:

      1. (i) Food stamps;
      2. (ii) Medicaid;
      3. (iii) Aid to Families with Dependent Children; and
      4. (iv) The Special Supplemental Food Program for Women, Infants and Children (WIC);
   4. (D) Disability agencies that offer state-funded programs that primarily provide services to persons with disabilities;
   5. (E) Public libraries; and
   6. (F) The Arkansas National Guard.
