1. (a) An appeal of a polling site closure may only be made for polling site closures in a preferential primary or general election under Arkansas Code § 7-5-101(d)(4).

2. (b) A vote center is:

   1. (1) A location selected by the CBEC where votes are cast;
   2. (2) Within the definition of a polling site under Arkansas Code § 7-1-101(28); and
   3. (3) Subject to appeal under this part.
3. (c) Changes made to early voting locations in a county are not subject to review under this part.

4. (d)

   1. (1) Under Arkansas Code § 7-5-101(d)(4), the State Board of Election Commissioners is required to resolve any appeal no less than thirty (30) days prior to an election.
   2. (2) Therefore, emergency polling site changes are not subject to review by the State Board of Election Commissioners.
