(a) When voting by absentee ballot, a voter must submit with the voter statement a copy of a verification of voter registration, as defined by 7 CAR § 21-103(3), unless the voter is:

1. (1) An active duty member of the uniformed services of the United States or United States Merchant Marine who is absent from the country on election day because of his or her service;
2. (2) The spouse or dependent of an active duty member of the uniformed services of the United States or United States Merchant Marine who is absent from the country on election day because of the service of the member; or
3. (3) A resident of a long-term care or residential care facility licensed by the State of Arkansas.
