7 CAR § 21-105 – Eligibility

(a) A verification of voter registration card shall be issued by the county clerk to an applicant who meets the following requirements:
1. (1) Does not have another valid form of verification of voter registration; and
2. (2) Either:
  1. (A) Is registered to vote in the county where he or she is submitting the application; or
  2. (B) Will be at least eighteen (18) years of age at the next election and has submitted a voter registration application that has been received and processed by the county clerk to whom he or she is submitting the application.
(b) The applicant shall sign an affidavit that he or she does not possess a valid form of identification meeting the criteria set forth in Arkansas Constitution, Amendment 51, § 13.
