For purposes of this part and laws governing campaign finance, the terms contribution and expenditure shall not include:

1. (1) Activity sponsored and funded by political parties, as defined in Arkansas Code § 7‑1‑101, to promote their candidates or nominees through events such as dinners, luncheons, rallies, or similar gatherings;
2. (2) Nonpartisan activity designed to encourage individuals to vote or register to vote; or
3. (3) Any communication by any membership organization to its members or stockholders if the membership organization or corporation is not organized primarily for the purpose of influencing the nomination for election or election of any candidate.
