(b) The director, a staff attorney, or a director of compliance may, in his or her official capacity, sign a citizen complaint on behalf of the commission after:

1. (1) Notifying the chair of the name of the individual alleged to have committed a violation and the nature of the alleged violation; and
2. (2) Receiving the consent of the chair to proceed with an investigation.
