1. (a)

   1. (1) Grants for correctional/institutional education shall be awarded and used according to the guidelines as stated in the Workforce Innovation and Opportunity Act of 2014, Pub. L. No. 113-128.

   2. (2) Not more than twenty percent (20%) of federal funds allotted to a state for adult education activities shall be used for:

      1. (A) Corrections education; and
      2. (B) Education for other institutionalized adults.

2. (b)

   1. (1) Local program operators will be charged with the responsibility of designing, developing, and implementing instructional programs.

   2. (2) Various activities will be undertaken that will be designed to include, but not be limited to:

      1. (A) Basic education;
      2. (B) Special correctional and institutional education programs; and
      3. (C) English literacy programs.
