(a) A “community based education center” means a secondary vocational center that serves the training needs of the local community by providing:
- (1) Day, extended day, and/or evening vocational programs for secondary students and adults;
- (2) Adult skills training, adult education, literacy, and/or basic skills for business and industry including workplace literacy;
- (3) Youth and traditional apprenticeship programs;
- (4) Technical preparation, applied academics, and remedial academic programs for secondary and adult students; and
- (5) Industry startup programs.
- (b) Community based education centers would be encouraged to form business and industry partnerships to accomplish the above.
