(a) The Arkansas Existing Workforce Training Program will be jointly administered by the:
- (1) Arkansas Economic Development Commission;
- (2) Division of Career and Technical Education; and
- (3) Division of Higher Education.
- (b) All decisions regarding the eligibility of an applicant, an individual application, or parts of an application will be made by a governing council comprising the directors of the three (3) administering agencies or their designees.
- (c) All day-to-day administrative functions required to operate the program will be carried out by the commission.
