(a) The objective of the dispute resolution procedure is to:

1. (1) Encourage and promote communications between:

   1. (A) The Arkansas Rural Medical Practice Student Loan and Scholarship Board;
   2. (B) Loan recipients; and
   3. (C) Qualified rural communities; and

2. (2) Provide a forum to resolve disputes:

   1. (A) As quickly and efficiently as possible; and
   2. (B) With a minimum of expense to all parties involved.
