An eligible grant recipient or eligible borrower shall have the right to appeal any determination made by the division under this part:

1. (1) First to the Manager of Financial Aid at the division;
2. (2) Second to the Director of the Division of Higher Education;
3. (3) Third to the Arkansas Higher Education Coordinating Board; and
4. (4) Fourth to a court of law or equity of appropriate jurisdiction.
