(b) This part addresses the:

1. (1) Student eligibility criteria;
2. (2) Method for recipient selection;
3. (3) Continuing eligibility requirements;
4. (4) Procedures for making payments to an approved institution of higher education; and
5. (5) Other administrative procedures necessary for operation of the program.
