(b) A check made payable to the individual recipient is mailed to the student once he or she has:

1. (1) Successfully completed the funded course with a satisfactory grade; and

2. (2) Provided the Division of Higher Education with:

   1. (A) An original copy of the itemized paid receipt; and
   2. (B) A grade report or transcript for the funded course.
