1. (a) This part has been developed and amended:

   1. (1) To provide a clear, orderly process for the certification of established nonpublic, not-for-profit, for-profit, or out-of-state postsecondary institutions offering college-level courses/degree programs in Arkansas; and

   2. (2) For the:

      1. (A) Creation of new nonpublic institutions in Arkansas; or
      2. (B) Establishment of a branch campus for an existing nonpublic, not-for-profit, for-profit, or out-of-state institution seeking a location in Arkansas.
