(c) The fees for the SPF shall be:

1. (1) Original.

   1. (A) SPF fee at the time of application for an original license shall be determined by adding together the tuition charged by the organization for each program offered.
   2. (B) This total is multiplied by five percent (5%) to determine the amount due, but shall not be less than one hundred dollars ($100). Total tuition for each program * .05 = Amount due

2. (2) Renewal. SPF fee at the time of application for a renewal license shall be determined by considering the following factors, but shall not be less than fifty dollars ($50.00):

   1. (A) Number of students enrolled from July 1 through June 30 as reported annually;
   2. (B) Current tuition of the program; and
   3. (C)
