(a) One unique mission of some public universities that is not adequately captured in productivity measures is research and should be included as an adjustment to appropriate institutions.
(b) Research is essential to:
(1) The discovery of new knowledge;
(2) Innovation;
(3) Entrepreneurism; and
(4) Societal, health, and economic development advancements.
