1. (1) Many students begin their postsecondary work at a community college before transferring to a university to complete a bachelor’s degree.
2. (2) The efficient and effective transfer of these students should be measured to encourage collaboration among institutions.

1. (1) The transfer metric is weighted at fifteen percent (15%) of the formula.
2. (2) The metric includes the average of the number of undergraduate students over the most recent three (3) academic years who earn a bachelor’s degree that transferred from a two-year to a four-year institution in an effort to encourage student success and institutional collaboration.
