- (a) The purpose of this part is to establish a process and procedure in which the school district acquires both design and construction services in the same contract from a single legal entity, referred to as the design-builder, without competitive bidding.
- (b) Justification for utilizing the design-build method must be provided in accordance with 6 CAR § 332-104.
