- (a) A CTE modified program is not federally defined so that states may develop their own definition where necessary.
(b)
(1) The Division of Career and Technical Education defines a modified program as a CTE program:
- (A) With a set of courses and related learning experiences that enhance a student’s acquisition of long-term academic and technical knowledge and skills, including employability skills; and
- (B) That is aligned with the needs of industries in the economy of the:
(i) State;
(ii) Region; or
- (iii) Local area.
(2)
- (A) Programs shall include essential standards and skills that provide occupational-based instruction within a career cluster through an innovative structure and implementation process that does not fit the program of study definition.
- (B) Programs will incorporate challenging state academic standards or essential standards, skills, and competencies, including those adopted by the state under Section 1111(b)(1) of the Elementary and Secondary Education Act of 1965.
- (C) Where possible, students may utilize an industry recognized certificate to progress to postsecondary education with multiple entry and exit point opportunities.
- (D) An approved CTE modified program shall meet the above and include work-based learning, industry partner collaboration, and entrepreneurial opportunities when feasible.
(E) Concurrent courses approved by higher education would meet this requirement.
- (c) Approved CTE programs may not meet the program of study requirements for Rules Governing Standards for Accreditation of Arkansas Public Schools and School Districts, 6 CAR § 61-202(a)(4)(B)(ix), and cannot be substituted for the required CTE programs of study.
Codification Notes: Section 1111(b)(1) of the Elementary and Secondary Education Act of 1965 is codified at 20 U.S.C. § 6311(b)(1). "CTE" means career technical education.
