(b) Criteria that may be considered for providers include, but are not limited to:

1. (1) Provider experience in providing high-impact tutoring services;
2. (2) Types of student performance data collected;
3. (3) Evidence of impact on student outcomes;
4. (4) Grade levels and content areas served;

5. (5) Tutor:

   1. (A) Experience;
   2. (B) Training; and
   3. (C) Content expertise;
6. (6) Per-student costs;

7. (7) Tutoring models used, whether those models are:

   1. (A) In-person;
   2. (B) Fully virtual; or
   3. (C) A hybrid model; and
8. (8) Alignment to high-impact tutoring as defined in 6 CAR § 282-102(a).
