The purpose of this part is to establish how the Division of Elementary and Secondary Education will:

1. (1) Review the financial management practices of public school districts, including identifying best financial management practices;

2. (2) Evaluate, assess, identify, classify, and address school districts in any phase of fiscal distress, including:

   1. (A) Identification of early indicators of fiscal distress; and
   2. (B) Early intervention in public school districts that experience early indicators of fiscal distress; and
3. (3) Provide fiscal support to public school districts.
