Any school district failing to comply with the provisions of Arkansas Code § 6-20-2001 et seq. and the rules adopted by the State Board of Education for the implementation of required reporting of athletic expenditures shall be identified by the Department of Education to be in fiscal distress in accordance with the Arkansas Fiscal Assessment and Accountability Program, Arkansas Code § 6-20-1901 et seq.
