Creation of a new school district by detachment shall be initiated by:

1. (1) Resolution of the board of directors of each school district from which territory is to be detached; or
2. (2) A petition that is presented to the State Board of Education pursuant to the provisions of Arkansas Code § 6-13-1501 et seq. and this part.
