As used in this part:

1. (1) “In residence” means working exclusively with the Division of Elementary and Secondary Education at a location agreed upon between the:

   1. (A) Division of Elementary and Secondary Education; and
   2. (B) Arkansas Teacher of the Year;
2. (2) “School district board of directors” means the local board of directors of a school district, which is duly elected and qualified to hold office pursuant to Arkansas Code § 6-13-608 et seq.;

3. (3) “Superintendent” means the executive officer of a school district board of directors:

   1. (A) Directing the affairs of the school district; and
   2. (B) Teaching not more than one-half (1/2) of the time in the school day; and

4. (4) “Teacher” means a person who:

   1. (A) Holds a license under Arkansas Code § 6-17-401 et seq.; and
   2. (B) Is engaged in student contact for more than seventy percent (70%) of the person’s contracted time.
