For the purposes of this part, the following terms shall mean:

1. (1) "Certified speech-language pathologist" means a speech-language pathologist who:

   1. (A) Has a master’s degree, which includes medical-based training;
   2. (B) Has completed a one-year clinical fellowship;
   3. (C) Has passed the Praxis II Speech-Language Pathology test; and
   4. (D) Holds a Certificate of Clinical Competence in Speech-Language Pathology from the American Speech-Language-Hearing Association; and
2. (2) “Department” means the Department of Education.
