(a) The superintendent mentoring program shall include the following components:
- (1) Curriculum and instruction;
- (2) Ethics;
- (3) Facilities;
- (4) Human resources;
- (5) Leadership;
- (6) School funding;
- (7) Technology;
- (8) School board relations;
- (9) Rules Governing Standards for Accreditation of Arkansas Public Schools and School Districts, 6 CAR pt. 61;
- (10) Understanding reports and trend data; and
- (11) Legal issues.
(b)
- (1) The required course of study for the superintendent mentoring program shall not consist of fewer than thirty (30) hours of instruction.
- (2) Twelve (12) of the thirty (30) hours of instruction shall consist of documented interaction between the mentor and superintendent mentee.
(c)
- (1) A first-year Arkansas superintendent who completes the requirements of the superintendent mentoring program may use the training toward fulfillment of the initial Tier I training set forth by Arkansas Code § 6-20-2204 and the Department of Education Rules Governing the Arkansas Educational Financial Accounting and Reporting System and Annual Training Requirements [repealed].
- (2) A first-year Arkansas superintendent who has previously completed initial Tier I training must nevertheless complete the requirements of the superintendent mentoring program.
(d) Instruction under the superintendent mentoring program may take place:
- (1) In person;
- (2) Through distance learning;
- (3) Through compressed interactive video; or
- (4) Through a combination thereof.
(e) The superintendent mentor and superintendent mentee shall keep a signed, written record of progress that includes a description of:
- (1) The subject of instruction and areas covered;
(2) Whether the instruction took place:
- (A) In person;
- (B) Through distance learning;
- (C) Through compressed interactive video; or
- (D) Through a combination thereof; and
- (3) The amount of time of instruction during each session.
(f) In order to successfully complete the superintendent mentoring program, a superintendent must:
- (1) Take and pass an assessment for each of the program components described in subsection (a) of this section; and
- (2) Complete a final assessment or project covering the entire program.
- (g) Upon proof of successful completion of the superintendent mentoring program, a superintendent will receive a certificate of program completion from the department.
