(a) A teacher and the evaluator, working together, shall annually develop a professional growth plan for the teacher that:

1. (1) Identifies professional growth outcomes to advance the teacher’s professional skills; and
2. (2) Clearly links personalized, competency-based professional learning opportunities to the professional growth outcomes.

(b) The professional growth plan may include, without limitation, the following professional development activities:

1. (1) Collaborating with a team of teachers on a shared plan that benefits:

   1. (A) The whole school;
   2. (B) A content area; or
   3. (C) A grade level;
2. (2) Conducting self-directed research related to the teacher’s professional growth plan; or
3. (3) Completing microcredentials approved by the Department of Education.

(c)

1. (1) If a teacher and evaluator cannot agree on a professional growth plan, the evaluator’s decision shall be final.
2. (2) For a teacher in intensive support status, the evaluator or an administrator designated by the evaluator shall have final approval of the teacher’s professional growth plan.
