(b) Upon submission by an educational entity of the application required by the Division of Elementary and Secondary Education, the Aspiring Teacher can be hired under the following conditions:
- (1) The permit holder must be enrolled in a traditional educator preparation program for the licensure area in which they will be teacher of record;
(2) The permit holder:
- (A) Must have met all requirements for internship/residency at the Institution of Higher Education (IHE); and
- (B) Can complete the internship/residency while employed as teacher of record;
- (3) A memorandum of understanding of support between the IHE and the school district has been established and submitted to the division;
- (4) Met all first-time licensure requirements as referenced in 6 CAR § 180-301(c)(2);
- (5) Passing scores on all content area assessments required, including the stand-alone reading assessment for elementary education kindergarten through grade six (K-6) and special education kindergarten through grade twelve (K-12); and
(6) The permit holder must have a district-assigned experienced mentor teacher who meets the following requirements:
- (A) A minimum of three (3) years of licensed teaching experience;
- (B) Current effective teacher summative evaluation;
- (C) Trained or enrolled in Division of Elementary and Secondary Education-approved mentor coaching; and
- (D) It is required that the experienced mentor teacher have a Master or Lead Teacher designation.
