(a) State approval of an educator preparation provider is immediately suspended if:
(1) The:
- (A) Institution fails to obtain approval by the Arkansas Higher Education Coordinating Board (AHECB) to offer certificate and degree programs leading to educator licensure in Arkansas; or
- (B) AHECB approval is discontinued;
(2) The:
- (A) Institution fails to obtain national or regional accreditation; or
- (B) National or regional accreditation is discontinued; or
- (3) The educator preparation provider fails to address areas needing improvement as identified through the state review process.
(b)
- (1) If state approval is immediately suspended, the Professional Licensure Standards Board (PLSB) shall submit a recommendation to the State Board of Education for discontinuance of the authority of the institution to offer a program of study for educator licensure.
(2) Within thirty (30) days of the occurrence of any of the events under 6 CAR § 180-304(a), an educator preparation provider shall:
- (A) Inform current students in its programs; and
- (B) Post on its website the institution’s or the provider’s state approval status.
- (3) The institution may request a hearing before the state board on the recommendation by providing a written request to the PLSB within thirty (30) days of receiving the notice from the PLSB.
(4) The written request for a hearing shall be accompanied by:
- (A) The institution’s written objections to the recommendation; and
- (B) Any evidence the institution will present to the state board.
- (5) Hearings shall be conducted pursuant to rules of the state board and the Arkansas Administrative Procedure Act, Arkansas Code § 25-15-201 et seq.
(6)
- (A) After an educator preparation program’s approval is discontinued by the state board, the program shall not admit any new student into the program.
- (B) However, the Division of Elementary and Secondary Education may allow candidates already enrolled to complete the program.
