(b) The state review shall, at a minimum, include:

1. (1) An annual audit of educator preparation providers;

2. (2) A Science of Reading audit every three (3) years in accordance with the:

   1. (A) Right to Read Act, Arkansas Code § 6-17-429; and
   2. (B) LEARNS Act, Acts 2023, No. 237;

   1. (A) Onsite review of educator preparation provider.
   2. (B)

(b) (b) Scheduled every six (6) years.

1. (ii) Onsite reviews may be conducted more frequently if areas for improvement require more frequent examination; and

2. (4) A process for the educator preparation providers to address areas needing improvement.

   1. (c) The framework for the review process will consist of domains that include, but are not limited to, the evaluation of:
3. (1) Candidate recruitment;
4. (2) Program experience;
5. (3) Candidate assessment;
6. (4) Employment; and

7. (5) Completer effectiveness and preparedness.

   1. (d) Common data measures will be established by a committee of practitioners for the evaluation of the domains.
