The Division of Elementary and Secondary Education shall issue a standard license to an applicant who is seeking licensure in a first-time licensure area listed on the division’s website through the Highly Qualified Professor pathway upon submission of the following:
- (1) A completed application form for the standard license;
(2)
(A) Official transcript or transcripts documenting an awarded master’s degree or higher from an institution of higher education that is regionally or nationally accredited by an accrediting organization recognized by the:
- (i) United States Department of Education; or
- (ii) Council for Higher Education Accreditation.
- (B) For out-of-country candidates, an official college transcript evaluation from a private credential evaluation agency recognized by the division;
- (3) Verification of a minimum of three (3) years of teaching experience in the licensure content area at an accredited institution of higher education;
(4) Evidence of pedagogical competence through one (1) of the following:
- (A) Documentation of successful teaching experience teaching in the grade level to be licensed;
- (B) Pedagogical competence by completion of twelve (12) hours of pedagogy professional development per Appendix B or the Rules Governing Professional Development, 6 CAR pt. 183; or
- (C) An official report evidencing passing scores on a current Principles of Learning and Teaching exam;
- (5) If seeking licensure in Elementary Education (K-6) or Special Education (K-12), evidence of an official score report reflecting passing scores on the standalone reading assessment for licensure in Elementary Education (K-6) or Special Education (K-12) as adopted by the State Board of Education;
- (6) Evidence that the applicant has successfully completed background checks required under the Rules Governing Background Checks, 6 CAR pt. 194; and
(7)
- (A) Documentation of the completion of professional development per Appendix B or the Rules Governing Professional Development.
- (B) A one-year provisional license may be issued while the applicant is completing the required professional development.
