For the purpose of this part:

1. (1) “ARKids First” means healthcare insurance for children;

2. (2)

   1. (A) ARKids First has two (2) programs:

      1. (i) ARKids First A; and
      2. (ii) ARKids First B.
   2. (B) “ARKids First A” means Medicaid for children.
   3. (C) “ARKids First B” is for people who exceed the income maximum to qualify for regular Medicaid but still do not have health insurance for their children;

3. (3) “Arkansas Medicaid Administrative Claiming” means a federally funded program that allows public education agencies to receive reimbursements for Medicaid-related administrative activities such as:

   1. (A) Medicaid Outreach;
   2. (B) Verification of Medicaid eligibility;
   3. (C) Referral and coordination of medical services; and
   4. (D) Program planning;
4. (4) “Benefits” means the types of services covered by the ARKids First Program;
5. (5) “Eligibility requirements” for the ARKids First Program are based on the income level of the family;
6. (6) “Medicaid” means a program that helps pay for medically necessary medical services for needy and low-income persons; and
7. (7) “Medicaid Outreach” includes activities associated with informing eligible or potentially eligible families and students about Medicaid and how to access the program.
