(a)
- (1) For students suspected of having emotional disturbance, a clinical diagnosis must be made by either a licensed psychologist or psychiatrist.

(b)
- (1) The evaluation committee shall determine the adverse effect on educational performance of the emotional disturbance and the corresponding need for special education and related services.
- (2) Decisions related to the need for special education services are the responsibility of the evaluation committee.
