(a) “Special education” means specially designed instruction, at no cost to the parents, to meet the unique needs of a child with a disability, including:

1. (1) Instruction conducted in:

   1. (A) The classroom;
   2. (B) The home;
   3. (C) Hospitals and institutions; and
   4. (D) Other settings; and
2. (2) Instruction in physical education.

(b) The term includes each of the following, if the services otherwise meet the requirements of subdivision (b)(1) of this section:

1. (1) Speech-language pathology services, or any other related service, if the service is considered special education rather than a related service under state standards;
2. (2) Travel training; and
3. (3) Vocational education.
