(a) Prehearing discovery shall be limited to the:
- (1) Production of documentary evidence; and
- (2) Disclosure of the names, addresses, and telephone numbers of witnesses.
- (b) The hearing officer shall not grant any request for depositions or interrogatories by the parties.
