It shall be the responsibility of the state education agency to:

1. (1)

   1. (A) Arrange for the date, time, and location of the hearing and assign a hearing officer to conduct the hearing.
   2. (B) The hearing shall be conducted at a time and place that is reasonably convenient to the parents and child involved; and
2. (2) Provide upon request interpreters for the deaf or interpreters fluent in the primary language spoken in the child’s home.
