(a)

1. (1) Persons associated with the gifted and talented program need special qualifications in the areas of:

   1. (A) Training;
   2. (B) Experience; and
   3. (C) Personal qualities.
2. (2) Selection of personnel is critical to the quality of the program.
3. (3) A process to ensure the selection of appropriate teachers of the gifted must be established and clearly articulated.

4. (4) At least one (1) person serves as:

   1. (A) District administrator; or
   2. (B) Coordinator of the gifted program.
5. (5) The percentage of time assigned to duties associated with the program will necessarily vary depending on the size of the district.

6. (6) In small districts, it is likely that the same person will be the:

   1. (A) Teacher of gifted students; and
   2. (B) Administrator or coordinator of the program.
7. (7) Training requirements for a coordinator are the same as those for an approved teacher of the gifted.
8. (8) It is strongly recommended that the district gifted and talented coordinator have training in administration.

(b)

1. (1) The minimum standards for an approved teacher of the gifted are:

   1. (A) Licensure;
   2. (B) Pass appropriate state-approved assessments; and
   3. (C) Meet standards as set by the State Board of Education through the Office of Educator Licensure for add-on endorsement in gifted education.
2. (2) Persons holding the position of administrator or coordinator of gifted programs will also meet state certification requirements.
3. (3) Specific courses are not stipulated.

4. (4) However, the following areas should be included:

   1. (A) Identification and programming for the gifted;
   2. (B) Methods and materials for the gifted;
   3. (C) Curriculum development for the gifted;
   4. (D) Counseling and guidance of the gifted;
   5. (E) Testing and evaluation;
   6. (F) Creativity;
   7. (G) Supervised practicum;
   8. (H) Independent study; and/or
   9. (I) Seminar or special topics course in gifted education.

(d)

1. (1) Job descriptions are on file for:

   1. (A) Curriculum/program administrators and/or coordinators; and
   2. (B) Teachers of the gifted.

2. (2) Duties in the job description for the administrator or coordinator should include:

   1. (A) Planning and administrating of the district’s gifted program in consultation with:

(i) Teachers;

1. (ii) Administrators; and

   1. (iii) Parents;
   2. (B) Preparing a local gifted and talented budget for the school district; and
   3. (C) Recommending the purchase of supplies and materials.

(f) Time must be provided for:

1. (1) Working with:

   1. (A) Classroom teachers;
   2. (B) Counselors;
   3. (C) Administrators; and
   4. (D) Other personnel;
2. (2) Locating resources;

3. (3) Arranging:

   1. (A) Mentorships; and
   2. (B) Other out-of-school learning experiences;
4. (4) Supervising independent studies and mentorships;
5. (5) Leadership of the identification process;
6. (6) Conducting community awareness activities;
7. (7) Conducting staff development activities;
8. (8) Program documentation;
9. (9) Development of appropriate curriculum; and/or
10. (10) Involvement in Advanced Placement and/or International Baccalaureate Diploma Programme planning and implementation.

(h) Standards. STANDARD EVIDENCE VERIFYING COMPLIANCE

1. (1) Persons who teach identified License, transcript students in homogeneous groups must hold current Arkansas initial or standard teaching licensure, pass appropriate state approved assessments, and meet performance standards as set by the State Board of Education through the Arkansas Department of Education Professional Licensure Department for add-on endorsement in gifted education.
2. (2) Persons who coordinate License, transcript a program for gifted students kindergarten through grade twelve must hold current Arkansas teaching licensure, pass appropriate state approved assessments and meet performance standards as set by the State Board of Education through the Arkansas Department of Education, Professional Licensure Department for add-on endorsement in gifted education.
3. (3) Persons who administer a program License, transcript (Curriculum/Program Administrator) kindergarten through grade twelve must hold current Arkansas licensure, pass appropriate state approved assessments, and meet performance standards as set by the State Board of Education through the Arkansas Department of Education, Professional Licensure Department for add-on endorsement in gifted education.
4. (4) A process for selection of Copy of Policy and Procedures administrators/coordinators and teachers of the gifted are clearly defined and established.
5. (5) Job descriptions are developed Written job description for administrators/coordinators and teachers of the gifted.
6. (6) Regularly scheduled time Schedule is provided for administrators/coordinators and teachers of the gifted who perform administrative duties beyond direct services to identified students.
