1. (a) Persons who teach identified gifted students in homogeneous groups must:

   1. (1) Hold current Arkansas initial or standard teaching licensure;
   2. (2) Pass appropriate state-approved assessments; and
   3. (3) Meet performance standards as set by the State Board of Education through the Office of Educator Licensure for add-on endorsement in gifted education.

2. (b) Persons who coordinate a program for gifted and talented students kindergarten through grade twelve (K-12) must:

   1. (1) Hold current Arkansas teaching licensure;
   2. (2) Pass appropriate state-approved assessments; and
   3. (3) Meet performance standards as set by the state board through the office for add-on endorsement in gifted education.

3. (c) Persons who administer a program for gifted and talented students kindergarten through grade twelve (K-12) must:

   1. (1) Hold current Arkansas standard teaching licensure;
   2. (2) Pass appropriate state-approved assessments; and
   3. (3) Meet performance standards as set by the state board through the office for add-on endorsement in gifted education.
4. (d) A process for selection of administrators, coordinators, and teachers of the gifted is clearly defined and established.
5. (e) Job descriptions are developed for administrators, coordinators, and teachers of the gifted.
6. (f) Regularly scheduled time is provided for administrators, coordinators, and teachers of the gifted who perform administrative duties beyond direct services to identified students.
