As used in this subpart:

1. (1) “ABC day” means the seven (7) hours beginning with the first ABC Program activity of the day and includes all activities described in 6 CAR § 100-210;
2. (2) “ABC instructional materials” means any tangible thing, such as a book, paper, poster, picture, slide, object, or display or image or sound that an ABC Program provider uses to impart knowledge during an ABC Program day;

3. (3) “Administrative costs” means:

   1. (A) Salaries (including fringe) — Director and assistant director;
   2. (B) Salaries — Housekeeping;
   3. (C) Group health insurance;
   4. (D) Childcare center liability insurance;
   5. (E) Pensions;
   6. (F) Unemployment taxes;
   7. (G) Workers’ compensation;
   8. (H) Accounting fees;
   9. (I) Housekeeping supplies; and
   10. (J) Criminal background checks;

4. (4) “Professional services” means, without limitation:

   1. (A) Assessment;
   2. (B) Screening;
   3. (C) Instruction; and
   4. (D) Parent and, or, or community engagement activities;
5. (5) “Religious activities” means, without limitation, religious services, prayer, religious rituals, or religious instruction provided or carried out by or under the authority of the ABC Program; and
6. (6) “Secular” means not related to religion.
